PHP versions 7.2.x below 7.2.30, 7.3.x below 7.3.17, and 7.4.x below 7.4.5 contain a buffer over-read caused by urldecode() function using signed array indexes when compiled with EBCDIC support, letting attackers access memory locations past allocated bounds, exploit requires PHP to be compiled with EBCDIC support.
